California Cities : Term Limits and Cut Pay and Benefits

A group of Temecula residents is working to form a committee that could place term limits for City Council members on an upcoming ballot.

The group, called Temecula Limited Government, has begun the process by filing a statement of organization with the Temecula city clerk's office.

Vernon

The city of Vernon on Thursday approved a package governmental reforms in an effort to thwart a bill in the California Legislature calling for its disincorporation. The package includes salary caps for city officials, term limits and pay cuts for council members.

Vernon’s five councilmen unanimously approved the proposals at a brief public meeting. There was no debate among the council -- only the mayor commented on the resolution -- but their votes drew the applause of a group of business owners in attendance.

Poway

A citizens’ committee on Wednesday will formally begin an attempt to place on a 2012 ballot a measure that would establish term limits on members of the Poway City Council and would prohibit appointed incumbents from seeking full terms. Laura Van Tyne on Tuesday said she will meet with City Clerk Linda Troyan Wednesday afternoon and file with her a notice of intent to circulate petitions in the city to place the matter on an upcoming ballot. Approximately 2,800 signatures of registered voters will be needed to qualify the measure for the ballot. The total represents 10 percent of the city’s registered voters.

Perris 

Two Perris citizen groups have followed Menifee's lead and taken the first step to launch two ballot measures: one for City Council term limits and the other for district representation.

Voicing displeasure with the city's current leadership, the groups say the 100-year-old city is overdue for a change. They allege that the council, with the exception of Councilwoman Joanne Evans who was elected in 2008, have been in office too long.

 Brea

Brea could lead the way on government transparency in the county if its voters approve in June a "sunshine" ballot measure that would make city governance more open and accessible for taxpayers. The proposed ordinance goes way beyond requirements in the Brown Act or the California Public Records Act. More O.C. cities in the county should pursue similar reforms.
